In her role as the Firm Administrator, Stinnett handles the administration of payroll and benefits, finance and billing matters, and firm marketing, as well as supporting the members of the firm by coordinating meetings and conference calls, proofreading and editing documents, and providing technical support. In addition, she also coordinates the completion and filing of lobbyist registrations and other activity reports required by the Maryland State Ethics Commission and all other local jurisdictions where HJM represents its clients (namely, Baltimore City and County, Anne Arundel, Howard, Prince George’s, and Montgomery Counties).
As HJM’s longest serving employee, not only does she manage the office, but she also assists where necessary with legislative duties that include drafting written testimony, monitoring legislative hearings and floor sessions in Annapolis, tracking and monitoring state and local legislation, and arranging meetings with members of the Maryland General Assembly, local legislators, and appropriate state and local agency representatives on behalf of HJM’s clients. Stinnett has served as the communication hub for legislative and policy events impacting HJM clients. She regularly communicates with clients and Maryland’s elected officials, agency heads and staff establishing exceptional relationships.
Stinnett earned an Associate of Applied Science degree in Hospitality from Baltimore City Community College where she was recognized as a Meritorious Honors Scholar.
In 2024, Stinnett was elected as a Delegate to the Democratic National Convention. She is the Chair of the Baltimore City Democratic State Central Committee (BCDSCC). In that role, she also serves on the Maryland Democratic Party’s Executive Committee and is a member of the Rules and Credentials Committees. Stinnett began serving on the BCDSCC in 2018 when she emerged from a field of twenty-three candidates and was elected to one of the seven seats for Legislative District 41.
Stinnett has spent a great deal of time volunteering in the community. In 2023, Stinnett was recognized by Mayor Brandon M. Scott as a “Women of Impact” in Baltimore City in honor of Women’s History Month. Stinnett has served on the board and as the President of the Mount Washington School Parent/Teacher Organization where she was recognized by then-Mayor Stephanie Rawlings Blake as One of Baltimore’s Top Neighborhood Moms and recognized as the Volunteer of the Year. She has also served on the board of the West Arlington Improvement Association of Baltimore City, Inc.
