Ashlie T. Bagwell

Ashlie T. Bagwell is an experienced lobbyist and government relations professional with more than two decades of experience advocating before the Maryland General Assembly and state and local governments throughout Maryland. She joined HJM in 2013 after a decade in government relations, including six years with an Annapolis lobbying firm. Throughout her career, Bagwell has built strong relationships with elected officials, policymakers, and stakeholders and has represented a diverse range of clients on complex legislative, regulatory, and public policy matters.

 

Known for her strategic approach to advocacy, Bagwell works closely with clients to understand their priorities, develop effective strategies, build coalitions, and navigate the legislative and regulatory process. Her accomplishments include leading a multi-year effort on behalf of the Maryland Medical Dispensary Association that resulted in state-level tax relief for medical cannabis businesses and successfully advancing a regulatory framework for small-cell wireless infrastructure in Montgomery County. She has particular expertise and longstanding relationships in Montgomery County, making her a valuable resource for clients with matters before the Montgomery County Council and Montgomery County Delegation.

 

Bagwell was named a Top Lobbyist by the National Institute for Lobbying & Ethics in 2023 and received the Community Service Award from the Maryland Government Relations Association in 2022. She has also been recognized by The Daily Record as one of Maryland’s Leading Women. Bagwell earned her Bachelor of Arts and Master of Public Health degrees from the University of South Carolina and has devoted significant time throughout her career to civic engagement, mentorship, and issues affecting women and girls.

Bagwell earned her Bachelor of Arts degree at The University of South Carolina, South Carolina Honors College and a Master of Public Health degree from The University of South Carolina, Arnold School of Public Health.

In 2023, Bagwell was named a Top Lobbyist by the National Institute for Lobbying and Ethics.  She received the “Community Service Award” from the Maryland Government Relations Association in 2022.  Bagwell was named one of Daily Record’s “Leading Women” and in 2004 she was a recipient of the Women Information Network’s “Women of Achievement” award.

Bagwell has a longstanding commitment to civic engagement, leadership development, and advocacy on issues affecting women and girls. Her professional and community involvement includes serving as Chair of Planned Parenthood Advocates of DC, Maryland and NoVa (2018–present) and Advocacy Program Director for Maryland Girls’ State (2014–present). She previously served on the Board of Directors of the Planned Parenthood of Metropolitan Washington, DC Action Fund (2014–2018) and as a board member of NARAL Pro-Choice Maryland (2007–2013).

 

Bagwell is a graduate of Leadership Montgomery’s Class of 2011 and participated as a mentor in the Leadership Montgomery Emerging Leaders Mentor Program (2014–2015). Her additional community involvement includes the Kappa Kappa Gamma Alumni Association, the Maryland Legislative Agenda for Women Board (2006), and the Women’s Information Network (2003–2006).

Bagwell is a member of the Maryland Government Relations Association.
