In recent years, McDonough has specialized in efforts to modernize state and local law to be compatible with emerging industries, including platform-based service providers and new technologies.  She has also played a major role in crafting Maryland’s expanding gaming industry.  Among her many legislative accomplishments, McDonough lobbied successfully on behalf of health provider organizations seeking to expand their scope of practice under Maryland law, helped shape business regulation and labor law to meet the needs of Maryland business entities, including local restaurants, technology start-ups, and major manufacturers, and influenced State programs impacting education, transportation, and environmental issues.  She has worked closely with several non-profit organizations, like the Family Tree, Decoding Dyslexia, and the Maryland Association of Community Services, seeking to influence policy throughout the State.

Caitlin McDonough earned her Bachelor of Arts degree from the University of Maryland, College Park and holds a Juris Doctor from the University of Maryland, School of Law.

McDonough is a Member of the Maryland State Bar Association, Maryland Government Relations Association and the Health Care Committee, Greater Baltimore Committee.
In 2022, McDonough was recognized by the National Institute for Lobbying & Ethics and Leadership Connect as a Top 2022 Lobbyist.   McDonough was listed as one of The Daily Record’s “Very Important Professionals” in 2019.  She was also recognized as a Bucerius International Law Fellow.
