Caitlin E. McDonough is an attorney and registered lobbyist with nearly two decades of experience in Annapolis, working with the Maryland General Assembly and several administrations. Since joining the HJM team in 2012, she has advocated passionately on an array of issues, particularly the development and implementation of fair and reasonable regulatory schemes for new, innovative technologies and business models.  McDonough represents a variety of significant industry players, including major pharmaceutical manufacturers, telecommunication and energy service providers, financial institutions, and health and property insurers.

Caitlin E. McDonough is an attorney and registered lobbyist with nearly two decades of experience in Annapolis, working with the Maryland General Assembly and several administrations. Since joining the HJM team in 2012, she has advocated passionately on an array of issues, particularly the development and implementation of fair and reasonable regulatory schemes for new, innovative technologies and business models. McDonough represents a variety of significant industry players, including major pharmaceutical manufacturers, telecommunication and energy service providers, financial institutions, and health and property insurers.

Caitlin E. McDonough is an attorney and registered lobbyist with more than two decades of experience working with the Maryland General Assembly, state agencies, local governments, and multiple gubernatorial administrations. Since joining HJM in 2012, she has represented a diverse portfolio of clients on legislative, regulatory, budgetary, and public policy matters. McDonough has particular expertise in developing practical regulatory frameworks for emerging technologies, innovative industries, and evolving business models, and has played a significant role in shaping Maryland’s expanding gaming industry.

 

Throughout her career, McDonough has successfully advocated on issues involving health care, business and labor regulation, telecommunications, energy, insurance, education, transportation, procurement, and environmental policy. She has secured significant operating and capital funding for nonprofit and community organizations and has represented clients before state agencies and local governments throughout Maryland. Prior to joining HJM, McDonough served for seven legislative sessions as Legislative Director to Maryland Senate President Thomas V. Mike Miller, Jr., where she gained extensive knowledge of Maryland’s legislative, budgetary, and regulatory processes and developed strong relationships with elected officials, government leaders, and staff throughout the state.

 

A lifelong resident of Prince George’s County, McDonough’s public service experience also includes a clerkship with Judge Glenn T. Harrell of the Maryland Court of Appeals and service with the Prince George’s County Council. In 2022, she was recognized as a Top Lobbyist by the National Institute for Lobbying & Ethics in partnership with Leadership Connect, recognizing her legislative and regulatory accomplishments, professional leadership, community involvement, and commitment to high ethical standards.

Caitlin McDonough earned her Bachelor of Arts degree from the University of Maryland, College Park and holds a Juris Doctor from the University of Maryland, School of Law.

McDonough is a member of the Maryland State Bar Association and the Maryland Government Relations Association. She also serves as a member of the Greater Baltimore Committee’s Health Care Committee.
In 2022, McDonough was recognized as a Top Lobbyist by the National Institute for Lobbying & Ethics and Leadership Connect. She was named one of The Daily Record’s Very Important Professionals in 2019 and was also selected as a Bucerius International Law Fellow.
