Caitlin E. McDonough is an attorney and registered lobbyist with nearly two decades of experience in Annapolis, working with the Maryland General Assembly and several administrations. Since joining the HJM team in 2012, she has advocated passionately on an array of issues, particularly the development and implementation of fair and reasonable regulatory schemes for new, innovative technologies and business models. In recent years, McDonough has specialized in efforts to modernize state and local law to be compatible with emerging industries, including platform-based service providers and new technologies. She has also played a major role in crafting Maryland’s expanding gaming industry. Among her many legislative accomplishments, McDonough lobbied successfully on behalf of health provider organizations seeking to expand their scope of practice under Maryland law, helped shape business regulation and labor law to meet the needs of Maryland business entities, including local restaurants, technology start-ups, and major manufacturers, and influenced State programs impacting education, transportation, and environmental issues. She has worked closely with several non-profit organizations, like the Family Tree, Decoding Dyslexia, and the Maryland Association of Community Services, seeking to influence policy throughout the State.
