Barry Glassman is one of Maryland’s most respected former leaders. Known for his transparency and candor, Barry Glassman has spent 40 years in public service as a county councilmember, state senator, and county executive. His exceptional legacy and reputation allow him to effectively navigate Maryland’s state and local legislative and executive branches to deliver successful results for both Deer Creek and HJM clients.
Throughout four decades in public service, Barry Glassman has earned recognition for his character, leadership, and commitment to the communities he serves. A fiscal conservative, he has championed rural values and the protection of Harford County’s land and water resources.

 

With family roots in Harford County dating to the 1800s, Barry was raised on a small farm and joined the Level Volunteer Fire Company at age 16. He graduated from Havre de Grace High School and Washington College, where he received the prestigious Henry Catlin 1894 Medal as a senior for outstanding scholarship, character, leadership, and citizenship. Thirty-five years later, the Washington College Alumni Association presented him with its highest honor, the Citation Award, in recognition of his achievements in public service.

Glassman was first elected to the Harford County Council in 1990, representing the county’s northern district. He later served in the Maryland House of Delegates and received the Senator William H. Amoss Memorial Legislative Award in 2009 for outstanding service to the Maryland State Firemen’s Association.

 

During his service in the Maryland Senate, Barry chaired the Harford Delegation, co-chaired the Legislative Fire and EMS Caucus, and served on the Senate Finance Committee. He also completed the University of Virginia’s Emerging Leaders Program in 2010.

 

Elected Harford County’s seventh county executive in 2014 and reelected in 2018, Barry led an administration that earned 16 national awards for innovation from the National Association of Counties. His leadership also extended to regional and statewide organizations. Governor Larry Hogan appointed him to the Maryland Economic Development Corporation Board of Directors, and he twice chaired the Baltimore Metropolitan Council Board of Directors. In 2019, he served as president of the Maryland Association of Counties (MACo) and represented the organization on the Kirwan Commission’s Formula Workgroup.
