Gabriel W. Auteri is an attorney and registered lobbyist with more than 15 years of experience in government and public affairs. Prior to joining HJM in January 2026, Gabe served as Managing Partner of Just Economy, a public affairs and community engagement firm that he co-founded in 2019. During his tenure with Just Economy, he advised state and local governments, quasi-public agencies, nonprofits, and companies of all types on a wide range of matters. Mr. Auteri is also a former executive in Baltimore City Government.

He joined HJM in January 2026 after serving as Managing Partner of Just Economy, a public affairs and community engagement firm he co-founded in 2019.

 

With extensive knowledge of Baltimore City and Maryland state government, Gabe represents clients on matters including economic development, land use, real estate, procurement, energy, and landlord-tenant law. His work focuses on navigating complex government and community issues, building coalitions, and advancing client priorities.

 

At Just Economy, Gabe led public and government affairs strategies for major economic development initiatives, including the community engagement strategy for Harborplace and efforts supporting Baltimore City’s Downtown RISE Master Plan. Previously, he served in several senior roles in Baltimore City government, including Chief Policy and Engagement Officer and General Counsel for the Baltimore City Health Department.

Gabe began his professional career as a high school history teacher, teaching 10th- and 11th-grade U.S. History at a public school in Northern New Jersey. He earned his J.D./M.B.A., cum laude, from American University Washington College of Law in 2015 and his Bachelor of Arts in Political Science and Pan-African Studies from Drew University in 2009.

Gabe is a member of the Maryland State Bar Association and the Maryland Government Relations Association.
