Morgan T. Tillman

Morgan T. Tillman is a Government Relations Associate at HJM, where she supports the firm’s government relations, legislative advocacy, and client engagement efforts. She first joined HJM as a graduate intern during the 2024 Maryland General Assembly legislative session, gaining firsthand experience navigating the fast-paced legislative process in Annapolis.

Following the completion of her Master of Science in Criminal Justice at Lynn University in Boca Raton, Florida, Tilman served as Chief of Staff to Maryland State Delegate Sean A. Stinnett. In this role, she managed legislative and constituent priorities, further developed her knowledge of the legislative process, and built strong working relationships with legislators, government officials, and staff throughout Annapolis. Today, she brings this combination of legislative experience, relationships, and institutional knowledge to HJM, helping advance client priorities before state and local government.

Prior to her work with HJM and Delegate Stinnett, Tilman gained valuable legal experience through internships with the Circuit Court for Baltimore City and Garcia Law, formerly Bates & Garcia. A Baltimore native with a strong commitment to public service, Tilman has focused her career on the intersection of law, government relations, and public policy, with a particular interest in issues affecting Baltimore and communities throughout Maryland.
