Lisa Harris Jones, although active in a variety
of areas in the law, concentrates her practice in lobbying and government relations,
corporate and real estate law. She has represented both publicly held and private
enterprises, encompassing both smaller and larger business entities. As
an associate with the law firms of Shapiro and Olander (1993-1997) and Gordon,
Feinblatt, Rothman, Hoffberger & Hollander, LLC (1997-1999), Mrs. Jones represented
the City of Baltimore and many of its agencies and related quasi-public entities
(i.e., the Department of Housing and Community Development and Community Development
Financing Corporation), in complex real estate development and financing transactions.

| | Currently, Mrs. Jones
represents a wide range of other business interests before the Maryland General
Assembly and Baltimore’s City Council, Liquor Board, Board of Estimates,
Planning Commission and Zoning Board.
In January, Mrs. Jones was recruited to a team of four veteran Annapolis lobbyists to represent the Maryland Computer Services Association during the 2008 session of the Maryland General Assembly. This team of advocates was tasked with a mission impossible: repeal the computer services tax created only a few weeks earlier during the 2007 special session. Mrs. Jones employed her intimate knowledge of the legislative process and called upon her relationships with elected officials from both sides of the aisle and around the State to aid her client. In a concerted effort, the team secured the final votes necessary to repeal the computer services tax in the last few days of session. This momentous victory ensures the viability of technical service companies in Maryland and the valuable employment opportunities they provide across the State.
Mrs.
Jones was named one of Maryland’s Top 100 Women for 2005 and 2009 by The Daily Record,
40 under 40 by the Baltimore Business Journal in 2001, the Top 25 Young Leaders
to Watch by the Baltimore Times in 2002, and honored as a 21st Century Woman by

Sean R. Malone (Member) joins Harris Jones & Malone, LLC from the Office of Governor Martin O’Malley. During the Governor’s first two sessions and the 2007 special session, Mr. Malone served as Deputy Legislative Officer in the Governor’s Office of Legislative Affairs. Mr. Malone assisted in the creation, drafting and lobbying of the Governor’s legislative agenda and oversaw agency legislative efforts in labor, collective bargaining, public safety, economic development, veteran’s affairs, administrative law, and judicial proceedings. Working under Chief Legislative Officer Joseph Bryce, Mr. Malone served on a team known for its effective advocacy before the General Assembly. Notably, 44 of 45 bills introduced by Governor O’Malley were signed into law. In addition to his role in the Governor’s legislative office, Mr. Malone also acted as the State’s chief labor negotiator successfully drafting and negotiating contracts for each of the State’s seven collective bargaining units. |

Before joining the Governor’s Office, Mr. Malone was Labor Commissioner for the City of Baltimore from September, 2003 to January, 2007. As a member of then Mayor O’Malley’s cabinet, Mr. Malone was a trusted advisor to the Mayor and his cabinet on labor and political matters. During his years as Commissioner, Mr. Malone drafted, negotiated and implemented 16 multi-year city-wide labor contracts and acted as a hearing officer in grievance proceedings. Working closely with union leadership, Mr. Malone negotiated a “return to work” policy for all city agencies that ended the long standing permanent light duty status of hundreds of city employees by returning them to work or assisting the employees in securing retirement benefits.
Known as a tough but fair negotiator, Mr. Malone is credited with improving labor relations in Baltimore City and received praise from union leaders for being an effective “problem solver.” Mr. Malone and City Solicitor Ralph Tyler were the chief negotiators of an agreement brokered between the Baltimore Building Trades and the convention center hotel developer Hensel-Phelps which secured labor peace, increased union participation and protected Baltimore‘s MBE/WBE goals in this major development project. The project was completed on time and on budget without any labor disputes. His extensive background in public sector labor negotiations will enable the firm to expand its practice and serve a broad range of both public and private sector clients.
For more than three and a half years prior to his Labor Commissioner post, Mr. Malone was a command staff member for the Baltimore Police Department, serving as the Department’s Chief Legal Counsel and Chief of Professional Standards. Mr. Malone provided legal advice to the Police Commissioner on employment, criminal and administrative law issues. He successfully litigated cases before administrative trial boards, the Baltimore Circuit Court, the Maryland Court of Special Appeals and the Court of Appeals during his tenure. Mr. Malone is credited with ridding the Department of a seven year, 700 case trial board backlog, working closely with Fraternal Order of Police legal counsel Herbert Weiner and Michael Davey. During his time in the BPD, Mr. Malone closed over 1,100 internal police misconduct cases through negotiation, prosecution and appellate representation.
Mr. Malone honed his litigation skills, initially, as an Assistant State’s Attorney for Baltimore County after graduating magna cum laude from the University of Baltimore School of Law.

Brian R. Shepter (Associate Attorney) recently joined the Harris Jones & Malone team, having graduated from the University of Baltimore School of Law in May, 2008. Mr. Shepter began with the firm in January, 2008 as a law clerk and registered lobbyist before the Maryland General Assembly. During the 2008 session, Mr. Shepter advocated for our clients on a wide range of issues from corporate interests to minority business and the repeal of the computer services tax.
Since 2006, Mr. Shepter has developed a broad background in several areas of law through his experiences as a law clerk for three Maryland law firms and a Baltimore City Circuit Court Judge.

During the 2007 session of the Maryland General Assembly, he also had the honor of interning with the House of Delegates Judiciary Committee. Over the last three years he has built strong professional relationships with attorneys, judges, legislators and their respective staff, all of which make him a valuable addition to HJM LLC.

Jeremiah L. Wilkes coordinates the busy day-to-day operations at Harris Jones & Malone. With his background in business management and customer service, Mr. Wilkes is an indispensable part of the firm.
Mr. Wilkes brings more than seven years of leadership experience to our office as a former customer relations supervisor for a multinational communications company and a local small business. In addition, Mr. Wilkes’ knowledge of real estate and leasing, acquired during his time as a Leasing Specialist for a local property management company, are an asset to our practice and clients alike. |

In his free time, Mr. Wilkes volunteers at New Directions Outreach Center in Baltimore City. For over 12 years he has served the Center in a variety of facets, from outreach efforts for families in need to overseeing business operations.
